PPROBLEM TO BE SOLVED: To quickly measure the chlorine content of incineration ash, to shorten the time of a washing process, and to improve processing efficiency of making the incineration ash into a cement raw material. PSOLUTION: By primarily washing the incineration ash, then sampling it and dispersing it in a nitric acid solution, salt content is dissolved. The chloride ion amount of the solution is measured by a coulometric titration method, and the necessity of washing the incineration ash again is selected according to the measured result. The incineration ash washed for a plurality of times, which is obtained by washing the incineration ash of a large chloride ion amount again and the incineration ash washed once, for which the incineration ash of a small chloride ion amount is not washed again, are sorted and made into the cement raw material.
