PPROBLEM TO BE SOLVED: To reduce a checking time by efficiently checking an illegal code, and to safely operate a system, and to enable a user to safely use this system. PSOLUTION: This system includes a Web server for managing a Web site to which a plurality of Web pages are linked and a monitoring server for collecting the created or updated Web pages from among the linked Web pages, and for deciding any illegal code or normal code included in the updated Web pages, and for providing the decision content to manager terminal equipment. Also, this method includes: a stage of managing the Web site; and a stage of deciding the illegal code or normal code of the collected, generated or updated Web pages to which the monitoring server is linked, and providing the decision content to the manager terminal equipment.
