PROBLEM TO BE SOLVED: To improve a decoding error rate in bi-phase decoding processing for decoding bi-phase encoded data.;SOLUTION: A bi-phase decoding unit 121 performs decoding processing for output of a first value as decoding data S16 when positive/negative codes of both symbols are identical to output a second value as the decoding data S16 when the positive/negative codes of both the symbols are different from each other in each symbol pair corresponding to respective values of the decoding data S16 for symbol data S15 composed of a plurality of symbols (signal levels). A determination unit 122 determines the execution of correction for a determination target symbol when the positive/negative code of the determination target symbol is identical with the positive/negative code of an adjacent symbol which is adjacent to a determination target symbol across a boundary of the symbol pair. The bi-phase decoding unit 121 performs decoding processing by regarding the code of the symbol of which the execution of correction is determined by the determination unit 122 as a reverse code.;COPYRIGHT: (C)2010,JPO&INPIT
