PPROBLEM TO BE SOLVED: To provide a polyelectrolyte membrane which shows low acid leachability and high proton conductivity at high temperatures and low relative humidity, and is mechanically and thermally stable. PSOLUTION: The polymer electrolyte membrane (PEM) includes at least one porous support film and a polysiloxane polymer bonded to at least one porous film and to contain at least one polysiloxane polymer grafted to a hetero ring. A fuel cell to utilize the PEM is used at a comparatively high temperatures (for example, temperatures higher than 100C), and is contributable to reducing carbon monoxide poisoning.
