PSOLUTION: An existing obstacle coping procedure knowledge creation device 10 stores information related with an operation history performed by an operation terminal and the attribute information of the operation history in association in an operation history storage part 31, and creates trouble coping knowledge having attributes by using information related with the operation history and the attribute information. Then, the existing obstacle coping procedure knowledge creation device 10 adds the created trouble coping knowledge to the existing trouble coping knowledge stored in a trouble coping knowledge DB 40. Afterwards, the existing obstacle coping procedure knowledge creation device 10 extracts the trouble coping knowledge corresponding to the input attribute information, and outputs the extracted trouble coping knowledge.
