PPROBLEM TO BE SOLVED: To provide a license evaluation device that can realize simultaneous parallel processing by a plurality of domains. PSOLUTION: The license evaluation device comprises a license storage section 114 for storing a license including use condition information prepared every domain, a status storage section 116 storing status information including a variable indicating a use condition of contents based on the license while classifying the region every domain, a domain specifying section 142 for applying the use condition information included by the license and specifying domains of one or more variables constituting the conditional expression of the use condition information based on domain specifying information included in the use condition information, and a status information update section 144 that locks a domain region corresponding to the specified domain of the status information and updates the variable in the locked domain region in response to the use content of the contents when the contents are used based on the license.
