Various data related to the building 11 obtained via the portable terminal means 13 and the measuring means 21 are accumulated, diagnosed and evaluated via the information processing means 34. Specific countermeasures that are planned integrally by the direction crews 33, based on the evaluation results are transmitted and directed as individual countermeasures to the portable terminal means 13 held by the spot crew 12 for making the field crews 12 make the countermeasures to be executed according to the contents of the direction.
