PROBLEM TO BE SOLVED: To provide a total countermeasure system useful for grasping of the present status on the structural quality of buildings, to planning and execution of countermeasures, monitoring also in the future and rescue and the like of people in a building at the time of receiving a sudden external force, by transmitting and receiving data between crew assigned roles by way of a computer network. SOLUTION: Portable terminal means 13 held by field screws 12 on the building 11 side, a measuring means 21 for receiving necessary information related to the structural quality of the building 11, and and information processing means 34 which is operated and processed by analyzing crew 32 and directing crews 33 who are stationed at places different from the field crews 12 are connected by way of the computer network so as to be capable of data transmission and reception. Various data related to the building 11 obtained via the portable terminal means 13 and the measuring means 21 are accumulated, diagnosed and evaluated via the information processing means 34. Specific countermeasures that are planned integrally by the direction crews 33, based on the evaluation results are transmitted and directed as individual countermeasures to the portable terminal means 13 held by the spot crew 12 for making the field crews 12 make the countermeasures to be executed according to the contents of the direction.
