PROBLEM TO BE SOLVED: To highly precisely measure flow velocity and a flow rate of a fluid inside a pipe body or the like.;SOLUTION: This flow velocity measuring method comprises a process for propagating an ultrasonic signal sound in the fluid inside the pipe body or the like to detect a phase difference with respect to an original signal, a process for synchronizing the phase difference detected in the process, a process for detecting a time or a frequency required up to finish of the phase synchronization in the process, and a process comparing the time or the frequency required up to the finish of the phase synchronization in the process with flow velocity set preliminarily in a table corresponding to the time or the frequency each other to calculate the velocity of the fluid. Temperatures, pressures and velocities corresponding to variation of kinds of the fluids are allowed to be set preliminarily together with the times and the frequencies in the table. This flow measurement instrument of the present invention is constituted of softwares provided with functions in the respective processes.
