PROBLEM TO BE SOLVED: To provide a jacking device and a jacking method contributing to miniaturization of a facility for forming a small bore tunnel.;SOLUTION: The jacking device 10 used for forming the small bore tunnel linearly extending underground from a shaft provided underground and then extending in a curve toward the ground, comprises a pilot pipe 18 comprising a plurality of pipe parts arranged in series and connected to one another in a swingable manner through a plurality of horizontal shafts 28; a head 20 mounted to the tip part of the pilot pipe so as to be swingable around a horizontal shaft 34 parallel with the horizontal shafts, and having a lower face 36 inclining backward from the front side in a jacking direction; and a straight rod 22 disposed in the pilot pipe movably in the longitudinal direction and comprising a plurality of rod parts that can be extended.;COPYRIGHT: (C)2006,JPO&NCIPI
