PPROBLEM TO BE SOLVED: To provide a solid polymer electrolyte membrane high in durability to a hydroxy radical even in operation attendant on every day starting and stopping, operation attendant on load following operation, or low humidifying condition, to provide a solid polymer electrolyte membrane electrode assembly using this, and to provide a solid polymer electrolyte fuel cell. PSOLUTION: In the solid polymer electrolyte membrane-electrode assembly 10 in which a fuel electrode membrane 12 is arranged on one surface of the solid polymer electrolyte membrane 11 and an oxidizing electrode membrane 13 is arranged on the other surface, a conductive material is included in the solid polymer electrolyte membrane 11 in the solid polymer electrolyte membrane electrode assembly 10.
