PROBLEM TO BE SOLVED: To provide a parameter generating circuit and a parameter generating method used for determining the priority of a master block.;SOLUTION: This arbitrative parameter generating circuit is equipped with: a counter 305; a short-term arbitrative parameter storage part 310; and a long-term arbitrative parameter control part 330. The counter 305 receives a request signal generated for using a system bus by the master block, and a permitting signal generated by an arbitrating unit for permitting use of the system bus by the master block; executes up-counting when the request signal is at a first level and down-counting when the permitting signal is at a first level; and is reset in response to a predetermined short-term reference time signal. The storage part 310 receives and stores a value counted up to the reset of the counter in response to the short-term reference time signal. The control part 330 accumulates, continuously for a predetermined period, short-term arbitrative parameters outputted from the short-term arbitrative parameter storage part to output the accumulated value as a long-term arbitrative parameter and is reset in response to a predetermined long-term reference time signal.;COPYRIGHT: (C)2004,JPO
