PROBLEM TO BE SOLVED: To provide an inexpensive siphon tube by which startability of the siphon is improved, which siphon is for discharging drainage water from a storage basin, provided on a side of a motor road, after separation treatment to prevent outflow of a hard-to-treat substance, and in which an opening for penetrating the siphon tube is small whereby the sealing is facilitated.;SOLUTION: The storage basin 1 for prevention of outflow of the hard-to-treat substance comprises an inflow tank 2, a separation tank 3, 4, 5 and an outflow tank 6. A discharge pipe for discharging the water from the outflow tank 6 to a drainage channel is formed to be a siphon tube 8, and a top part of the siphon tube 8 is made to be a horizontal pipe 10. Thus, the cost for a conventional bent type siphon tube 8 is reduced. An outflow pipe comprising a horizontal pipe 21 is provided at the lower end of the outflow side of the siphon tube 8 coming from the outflow tank by the intermediary of an elbow pipe 20.
