PSOLUTION: A cut 1 provided by removing a cut piece at a predetermined interval length of a tube body formed by inflation molding; a closing portion 1A closing the cut 1; a tape-like function tool 2 inserted from the cut 1 before closing and formed in the width direction of the tube body; and a weld fixing portion which welds and fixes the function tool 2 to the tube body. The tube body is separated at the predetermined interval length by the function tool 2 and the weld fixing portion to continuously form a plurality of housing portions T1 via cut lines C3.
