PPROBLEM TO BE SOLVED: To provide an activated carbon precursor which is suitable for producing activated carbon and does not cause an increase in the production cost; and to provide activated carbon which is obtained by using the activated carbon precursor without using a metallic compound, includes micropores, mesopores, and macropores, and has a high specific surface area and a high pore volume. PSOLUTION: The activated carbon precursor used as a raw material for producing the activated carbon is an ion exchange resin in which a functional group is introduced in the surface layer part of a granular polystyrene-divinylbenzene resin and the deep layer except the surface layer part is free from the functional group. The activated carbon is obtained by thermally decomposing the resin, and contains micropores, mesopores and macropores and has a specific surface area of ≥800 mSP2/SP/g and a pore volume of ≥0.5 mL/g.
