A system for generating configuration data for implementing a circuit design on a segmented reconfigurable device is provided. The place-and-route support system (30) includes a database (31) for storing hardware information (89) including PEs data included in each segment and first-level and second-level routing matrix data. And a device (33) for mapping the circuit design to PEs. The mapping device (33) maps the circuit design to PEs by executing an iterative algorithm that minimizes the cost function based on the hardware information (89).
