The present invention relates to bacillus sp. KR083 represented in Seq. No. 1, which promotes plant growth instead of chemical fertilizers. More particularly, the present invention relates to Bacillus sp. KR083 that fixes atmospheric nitrogen, promotes the plant growth and inhibits the growth of plant pathogens by being fixed in the inside and outside of a plant root, and the microbial agent containing the same.
