The inventive method for building a communications system for forming a social network involves forming a group of portable devices based on the geographical proximity thereof and activating means for controlling the portable device actions. A system for organising telephone talks and transmitting messages between geographically close portable devices comprises a server and an entirety of portable devices each of which is provided with means for audiovisual information display. The server comprises a control unit, a message transmitting unit, a message receiving units, a data receiving unit, a data transmitting unit, a database unit and a telephone switchboard. The portable device comprises a portable device control unit, a screen, a telephone communication unit, a coordinates positioning unit, a memory unit, a unit for transmitting the portable device messages, a unit for receiving the portable device messages, a unit for transmitting the portable device data and a unit for receiving the portable device data. The invention makes it possible to simulate conditions for making persons to be acquainted on the basis of common conditions and a short geographical distance between the said persons.
