In order to specify a character area with a high degree of accuracy from image data including portions different in contrast of light and shade values, a character area extracting device receives image data in which an object is picked up, binarizes all the image data at a first threshold level, and separates a reflective area where a pixel value is saturated and a non-reflective area where a pixel value is unsaturated. Next, the character area extracting device binarizes the reflective area at a second threshold level to separate a character region and a background area. Similarly, the character area extracting device binarizes the non-reflective area at a third threshold level to separate a character area and a background area. The character area extracting device integrates each of the character areas of the reflective and non-reflective areas to specify position information of the character areas in the image data.
