The present invention relates to a carbon black sheet having a thin film layer of metallic nano particles and a polymer electrolyte membrane/electrode assembly for a fuel cell based on the sheet, wherein metallic nano particles including platinum are uniformly dispersed on a carbon black layer using the pulse plating method to form a thin film, enabling the efficiency of a metal catalyst such as platinum to be enhanced and the quantity used thereof to be minimized, thus greatly reducing manufacturing expenses, and also enabling the carbon black sheet to be prepared in a continuous process.
