The invention provides a non-gelatin shell material of hard capsule, which comprises 0.01-18 parts by weight of a hydrophilic non-gelatin gelling agent, 62-96 parts by weight of an adhesive, 3-10 parts by weight of water, 0-5 parts by weight of a co-gelling agent, and 0-5 parts by weight of a plasticizer, wherein the sum of the weights of the gelling agent, the adhesive and the water is 85wt%-100wt% of the total weight of the hard capsule shell material.
