PURPOSE: An emulsifying machine and an apparatus of manufacturing emulsion fuel oil using the same are provided to improve environmental contamination, and to reduce fuel costs while restricting a white phenomenon.;CONSTITUTION: An emulsifying machine includes an outer container(60), at least one or more inner containers(70a-70d), a cover(65), a bracket(80), and a rotary disk(90). The outer container is formed to a cylindrical shape, and has an outlet(62). The inner container passes through the inside of the outer container, and forms a plurality of drain holes(72). The cover is coupled on a base part of the outer container, and the cover has an inlet(67). The bracket is formed on an end part of the outer container.
