PURPOSE: An apparatus and a method for small cell discriminating in a hierarchical cell structure wireless communication system are provided to discriminate cells having low coverage based on a short length identifier.;CONSTITUTION: A transmission unit(1210) converts a transmission signal into a signal format for the transmission through a wireless resource, and a reception unit(1220) restores data based on a signal received from a duplexer(1200). A control unit(1230) includes a message management unit(1232), and generates a message including a femto cell identifier allocated to a femto base station.
