PURPOSE: A closed user network configuration method and a closed user network system using IP tunnel technology are provided to configure a specific purpose of network for limited user only.;CONSTITUTION: A control server(10) sets the TEED(Tunnel Endpoint Edge Device)(21~27) and a control tunnel. The control server forwards the TEED and a transmitted and received packet by using closed IP section information assigned to the TEED. The TEED sets the control server and a control tunnel. The TEED assigns a closed IP within the close IP interval assigned from the control server to terminals(31~36) connected to the TEED.
