PURPOSE: A device and a method of encoding/decoding an image are provided to improve an encoding performance of a residual block by using a plurality of motion vectors.;CONSTITUTION: A block and transform coefficient motion estimator(110) estimates a block motion vector and motion vector by transform coefficient of a current block. A block and transform coefficient motion compensator(112) outputs a prediction block which can be predicted by using the block motion vector and a reference block which can be predicted by using the motion vector by conversion coefficient. An encoder(160) outputs bit stream by encoding the combination block, the block motion vector and the motion vector by transform coefficient.;COPYRIGHT KIPO 2011
