PURPOSE: A measurement report message collecting method in an idle state and a mobile communications systems therefor for improving the resource efficiency are provided to collect the measurement report message of the terminal by using a common channel in the idle state.;CONSTITUTION: An eNB(enhanced Node B) includes an event idle condition to an SIB4 message for collecting information from a UE(User Equipment) of an RRC(Radio Resource Control). The eNB broadcasts a system information block message(301). The UE of the RRC idle state checks whether to change a tracking area code through an SIB1 message received from a cell(302).
