Method and system for discovering a dynamic Home Agent for proxy mobile Internet Protocol at handover

PURPOSE: A method and a system for allocating a dynamic home agent for a proxy mobile internet protocol during a handover are provided to stably allocate a dynamic home agent even though the handover of a mobile terminal of a proxy mobile IP type is performed in a mobile communication system like CDMA or WCDMA. CONSTITUTION: A PDSN(Packet Data Service Node)(300_2) notifies an HA(Home Agent) proxy device(500) of the handover state of a mobile terminal(100). The HA proxy device transmits addresses of home agents to the PDSN. The home agents transmit and receive packet data before handover of the mobile terminal. The home agent selects a fixed IP address from its own IP address pool. The home agent transmits a mobile IP registration response to the PDSN.
