PURPOSE: A system and a method for diagnosing facility fault are provided to increase quality degree of rolled strip by predicting causes for abnormal properties of work in hot strip mill. CONSTITUTION: The system comprises an SCC (supervisory control computer) setting part(210) for determining target set values such as target thickness, target load, roll speed and roll gap; a roll eccentricity abnormality diagnosing part for displaying a stand in which roll eccentricity is caused by simultaneously operating if a point in which n times of rotation frequency of the back up roll corresponds to the frequency (fa) corresponding to the respective spectrum intensities exists and judging if intensity of spectrum corresponding to the frequency (fa) is larger than a coefficient set in the SCC setting part after calculating rotation frequencies at upper and lower parts of back up roll if a thickness deviation between the target value set in the SCC setting part and actually measured values is larger than control tolerance and operating frequency (fa) corresponding to respective spectrum intensities from the FFT converted value by FFT converting actually measured output side thickness values; and a thickness gauge abnormality diagnosing part for finally outputting that thickness gauge is abnormal if the thickness variation is the same as or larger than the preset value by judging whether or not thickness variation is the same as or larger than a preset value during a certain period of sampling if the thickness deviation between the target value set in the SCC setting part and the actually measured values is larger than the control tolerance, and an output side thickness deviation is the same as or larger than a value preset in the SCC setting part and continuously larger than .
