PURPOSE: A device and a method thereof are provided to prevent the unstability of a battery voltage due to the overload of a power generator by charging a high capacitance capacitor with a constant pulse charge method. CONSTITUTION: A first and a second EDLC(Electric Double Layer Capacitor) module(40,50) are connected to a battery(20) in parallel. The first EDLC module compensates low power. The second EDLC module compensates high power. An instantaneous voltage drop prevention part(60) secludes a reverse electric current due to the instantaneous voltage drop when a vehicle is started. A battery voltage detection part(80) detects the voltage of a battery. A charge/discharge connection switch part(90) controls the charge/discharge operation of the second EDLC module. A temperature sensing part detects the neighboring temperature of the first EDLC module.
