The invention relates to cosmetology and can be used in cosmetic and therapeutic and preventive medicine, as well as in gerontology. Cosmetic applicator comprises a base and an active ingredient. The base comprises at least one fluid permeable layer of absorbent material, and at least one electromagnetic radiation-permeable layer material. The active ingredient is able to germinate seeds, at least one plant, which are placed inside the pockets formed by the interconnected adjacent layers of the said materials, so as to enable passage of the electromagnetic radiation from the seed to the front surface, and fluid access to seeds . The technical result - an anti-aging effect, stimulating proliferation of skin cells, formation of collagen and elastin in cells, differentiation of stem cells into fibroblasts, acceleration and regeneration of skin renewal, enhancement of removing toxins, maintaining the viability of hair follicles.
