The device has a tie stick stirrup formed of two lateral parts (3, 4) and a central part (1) and comprising a stop (1.7) on its front face. Fixation housings (3.4, 4.4) are arranged in the lateral parts of the tie stick stirrup and emerged on an internal face and a lower face of the lateral parts. A bracelet fixation axle (5) has ends threaded in the housings and is locked in service position for the stop of the central part of the stirrup.
