Shell catalyst comprises a zirconium oxide containing open-pore catalyst support with a shell, in which ruthenium is enclosed. An independent claim is also included for preparing the shell catalyst, comprising: (a) providing the zirconium oxide containing open-pore catalyst support; (b) impregnating the catalyst support with a solution of a ruthenium precursor compound; and (c) impregnating the catalyst support with a precipitating agent to precipitate the ruthenium component of the ruthenium precursor compound.
