The plant has pipe lines provided along a coast region, where the over flow of water on the pipe lines is automatically controlled. A region of a ground water table is stabilized, and the pipe lines are passed though a water tunnel. The plant is driven with a Mediterranean water at dead sea in various positions, and is desalinated by membranes or an osmosis water with water pressure of about 40 bar.
