The actuator has a movement reduction mechanism with three stages, and a gear change traction unit (21) i.e. gear change electric motor, displaced in rotation around an internal control axle of a gearbox between a stable rest position and a stable engaged ratio position by progressiveness and speed reduction units. One of the stages transforms horizontal rotation movement into vertical rotation movement, and is formed by a gear with angle transmission to ensure a reduction level. The transmission is carried out between a conical output pinion of the unit and a conical input wheel (4).
