The device (1) has a fluid storage unit i.e. cistern, connected to a distribution unit (2) controlling the volume of fluid delivered through a pipe fixed on an articulated support i.e. bracket. The bracket comprises a vertical upright (4) and an offset arm (5). A first articulation (7) of the bracket is pivoted to the arm on a level of a junction with the vertical upright according to a horizontal axis (B-B') and orthogonal of the vertical upright. A second horizontal articulation (11) is located at the level of the arm. A third articulation rotates along a vertical axis of an end of the arm.
