PPROBLEM TO BE SOLVED: To provide a simple method of imparting super-hydrophilicity to various types of substrates. PSOLUTION: A method of imparting hydrophilicity to the surface of a substrate includes (i) a process of preparing a raw solution comprising one or more of salts and alkoxides of transition metal elements M, an Si-containing alkoxide and a structure regulator serving as a casting mold for mesopores, where the transition metal element M includes at least one selected from the group consisting of Ti, W, Cr, Fe, Mn, V, Zr, Nb and Mo, (ii) a process of forming a coating film of the raw solution on the surface of the substrate and (iii) a process of decomposing the structure regulator by irradiating the coating film with UV light.
