PPROBLEM TO BE SOLVED: To provide an architectonics and method of performing authentication processing when connecting a radio base station device to a user device, and to provide an architectonics and method of setting and managing a radio base station ensuring security. PSOLUTION: In a mobile telecommunication system, after a H(e)NB is connected to a core network, a subscriber identifier of the user device requesting connection first is set as an owner identifier, and the owner identifier is correlated with an H(e)NB identifier of the H(e)NB for storage in the core network. Also, the user device corresponding to the owner identifier stores an access control list including the subscriber identifier of the user device connectable to the H(e)NB in the core network.
