PPROBLEM TO BE SOLVED: To easily provide an information processing apparatus having a desired configuration. PSOLUTION: A reading unit 102 of a router 101 reads information specifying processing power of the information processing apparatus to be obtained via a network 100, from a recording medium. A requesting unit 103 transmits the information read by the reading unit to a creation apparatus 111 and requests the provision of the information processing apparatus satisfying the specification of the processing power. The creation apparatus 111 creates a virtual machine satisfying the specification as a providing apparatus 112, and connects it to the network 100. The routing unit 104 of the router 101 relays the communication of the providing apparatus 112 and an external apparatus 113 by performing routing between the network 100 and the external apparatus 113.
