PROBLEM TO BE SOLVED: To provide a total enthalpy heat exchange element and a total enthalpy heat exchanger using the total enthalpy heat exchange element capable of suppressing decline in performance of the total enthalpy heat exchange element and improving total enthalpy heat exchange efficiency even in an environment wherein dew formation is repeated or in an environment with high humidity at a level which does not lead to dew formation.;SOLUTION: The total enthalpy heat exchange element includes: a first flow passage through which a first airflow is made to pass; a second flow passage through which a second airflow is made to pass; and a partition plate 1 arranged to separate the first flow passage and the second flow passage from each other and conducting total enthalpy heat exchange between the first airflow and the second airflow. The partition plate 1 has a layered structure in which both surfaces of a first film 12 are sandwiched by second films 11, 13.
