PPROBLEM TO BE SOLVED: To create simulated environment which gives actual running feeling and comfortable driving feeling. PSOLUTION: Based on running information of a vehicle acquired by an acquisition unit 110, a simulated environment content creation section 192 creates a simulated sound data PSG and a simulated image data PIG. When a running state estimated by the acquired running information satisfies a direction condition, a direction content creation section 193A creates a direction sound data DSG and a direction image data DIG. Then, a combining section 194 combines the simulated sound data PSG with the direction sound data DSG, to send it to a sound output unit 130 as an output sound data AOD. A selecting section 195 selects the direction image data DIG in a period when the running state of the vehicle satisfies the direction condition, and selects the simulated image data PIG, in a period when the running state of the vehicle does not satisfy the direction condition, to send it to a display unit 140 as a display image data IMD.
