PPROBLEM TO BE SOLVED: To provide a put-out substitution device, put-out substitution system and put-out substitution control method, allowing a structure of a put-out device for putting out prescribed media to be easily changed to a structure for restraining put-out of the prescribed media. PSOLUTION: A put-out CPU 30a of a virtual put-out control board 30 calculates a stacking time (Ts) and a minimum recognition time (Tr) when a motor driving signal is input from a token game control board 20, and calculates an optimum output time (Tf) from the stacking time (Ts) and the minimum recognition time (Tr). After that, when the motor driving signal is input from the token game control board 20, the put-out CPU 30a of the virtual put-out control board 30 outputs a token passage signal to the token game control board 20 at the calculated optimum output time (Tf), though tokens are not put out.
