PROBLEM TO BE SOLVED: To provide an operation instruction diagram generating apparatus being applicable to various products and easily generating and changing an operation order.SOLUTION: The operation instruction diagram generating apparatus performs a child part generating process (S12) and a block generating process (S13) on the basis of data such as three-dimensional model information 222 including shape data of each component configuring a product and unit information 221, and creates block information 224. Next, a server processing apparatus performs an operation order generating process (S15) determining the operation order of assembling blocks on the basis of the block information 224, and performs a camera position information addition process (S16) determining a viewpoint position for creating an appearance diagram of the product assembled by each operation.
