PROBLEM TO BE SOLVED: To provide a method for manufacturing a vacuum foam heat insulating body and a core material using beads method polystyrene foam and the vacuum foam heat insulating body by the method capable of solving problems that beads method polystyrene foam conventionally used as a heat insulating material is a closed cell foamed body structure, has no air permeability, and vacuum evacuation of itself is impossible, and capable of performing vacuum evacuation by a simple means without using a special working technique.;SOLUTION: Foam particles are put into a container, the foam particles are heated by the steam in a pot, and preliminarily foamed beads 3 having 20-50 times, preferably 37 times of V/W (bulkiness) are made, the preliminarily foamed beads 3 are put into a mold, and the core material 30 in the desired shape is obtained. The core material 30 is covered by a vacuum sealing material 6, and the vacuum evacuation is performed, and the vacuum sealing material is fused and sealed.
