PROBLEM TO BE SOLVED: To securely transfer execution authority with respect to an information processor belonging to an authority possessing device, and to efficiently execute processing in the information processor.;SOLUTION: The authority possessing device 101 is provided with an execution authorization information generating part generating execution authorization information for authorizing execution in accordance with a command with respect to the information processor 109, and an execution command generating part encrypting the execution authorization information by a key capable of carrying out encryption/decryption between the authority possessing device and each information processor, and generating an execution command including the encrypted execution authorization information. A authority possessing proxy device 105 acting as proxy for the authority possessing device is provided with an execution command receiving part receiving the execution command from the authority possessing device.
