PPROBLEM TO BE SOLVED: To provide a mechanical seal device and a water pump, capable of damping rotational fluctuation and vibration input from a rotary shaft, capable of keeping thereby a sliding portion in a favorable condition to enhance water leakage-proofness, and capable of preventing a strange noise generated in the sliding portion from being leaked to an outside through the rotary shaft, by simple structure. PSOLUTION: A vibration damping member 20 is arranged between a support member 13 for supporting a rotary sliding member 11 and the rotary shaft 3, in this mechanical seal device 10 capable of sliding the rotary sliding member 11 in a rotary side rotated integrally with the rotary shaft 3, with respect to a fixed sliding member 14 in a fixed side, and capable of separating a liquid W portion from a gas A portion in the sliding portion S.
