PPROBLEM TO BE SOLVED: To reduce the capacities of a solar electric generation panel and a battery, reduce cost, and eliminates maintenance by minimizing a power transmission time for a mirror surface heater in a road reflecting mirror with a dew condensation prevention function characterized by comprising a heater or the other mirror surface heater. PSOLUTION: A dew point meter or an outside air temperature sensor S1 and a mirror surface temperature sensor S3 are attached to the road reflecting mirror. The detected dew point and mirror surface temperature are compared, or the detected outside air temperature and mirror surface temperature are compared, and the mirror surface heater E is transmitted with power within the minimum range in which the mirror surface temperature is not lower than the dew point or a dew point predicted from the outside air temperature.
