PROBLEM TO BE SOLVED: To provide a device and a method for specifying a vehicle at a risk of being submerged in water by heavy rain, etc., and automatically generating information on the vehicle at the risk of being submerged in water.;SOLUTION: Based on the result of comparison between rainfall prediction data and submergence history data, an area at the risk of being submerged is extracted and compared with vehicle parking location data, and thereby a vehicle's risk of being submerged in water in its parking location is verified to specify the vehicle at the risk of being submerged in water. A message is notified to a notification destination prestored in relation to the vehicle at the risk of being submerged in water.
