PROBLEM TO BE SOLVED: To efficiently and economically plan a traffic line for reducing a sense of incongruity.;SOLUTION: When planning the traffic line structure 40 for moving into a base isolation building 20 or by passing through the base isolation building 20 from an external part of the base isolation building 20 having a base isolation structure on a non-base isolation structure 10, the traffic line structure 40 is integrated into the non-base isolation structure 10, and the traffic line structure 40 is arranged so as to pass through at least a part of the base isolation structure 20.
