PPROBLEM TO BE SOLVED: To provide a method for manufacturing a polymer electrolyte which has high proton conductivity and high gas permeability without changing a structure of the polymer electrolyte, and a solid polymer fuel cell having a membrane-electrode assembly including the polymer electrolyte. PSOLUTION: In the manufacturing method for a polymer electrolyte, a polymer electrolyte ink including a polymer electrolyte dispersion solution, a solvent, and an organic object wherein dipole moment is 2.0 D or more is produced, a coated film is formed by applying the polymer electrolyte ink to a base material, and the organic object in the film attained by drying the coated film is removed with acid treatment.
