PROBLEM TO BE SOLVED: To provide a mechanism for further surely confirming delivery.;SOLUTION: A position collating server 370 determines coincidence/noncoincidence by collating received two base station identification information by receiving the base station identification information transmitted from respective cellular phones 310 and 320. The position collating server 370 also transmits a determining result of collating the position to a delivery business management server 350. When the positions of the cellular phone 310 and the cellular phone 320 coincide, the delivery business management server 350 transmits a voice message of its effect to both the cellular phone 310 and the cellular phone 320 by determining that the delivery is performed for a right receiver.
