PPROBLEM TO BE SOLVED: To provide a peripheral vehicle information generating device, a peripheral vehicle information generating system, a computer program and a peripheral vehicle information generation method for generating the information of a peripheral vehicle, including the location relation between own vehicle and peripheral vehicles. PSOLUTION: Each video camera 10 photographs all vehicles within a prescribed range A (imaging regions A1, A2, A3, A4) on a road, and detects the location and the speed of a vehicle, by extracting the head or the tail of the vehicle, on the basis of the photographed image data. Communications equipment 20 temporarily stores information input from each video camera 10 as vehicle information. The communications equipment 20 transmits the latest vehicle information to the peripheral vehicle information generating device, when the vehicle (peripheral vehicle information generating device 30) passes a communication spot R. The peripheral vehicle information generating device receives the vehicle information and specifies own vehicle, by retrieving the vehicle information received, and generates the peripheral vehicle information.
